The top 2 organic sites per city were torn down at source level (directories, forums and marketplaces excluded — lead-gen platforms profiled and tagged): sitemap inventories, title/meta/H1 verbatim, JSON-LD schema, forms and hidden fields, chat and tracking vendors, offers and guarantees verbatim. SERP positions are a point-in-time snapshot.1. Both carry byte-identical sets of 264 water-filtration pages (17 service slugs × 18 metros) sprinkled across lawn-sprinkler and well-tank domains, and they hold 3 of Houston’s top 4 organic slots with zero reviews, zero trust assets, stock photos and a footer admitting the site “does not warrant or guarantee any work performed.” The programmatic model works — and it is the most beatable thing in this study (Houston page).2. Price transparency wins markets. Phoenix’s winner, Complete Water Systems, publishes full grids ($795 ROs → $5,300 twin softeners, install included, “No loop — average $700-$1,800+”) and owns map-pack #1 at 5.0★/675. Aqua Systems publishes all-in bundles ($4,347 / $4,747 / $5,247 “includes bypass valve, labor, salt, filters and sanitizer”). Nobody in Dallas or LA publishes a single number — the field asks for a call before it says a price.
3. The local pack is won on reviews — the organic winners don’t even show any. Pack leaders run 4.8–5.0★ with 212–689 votes (Phoenix: 675 + 689; Dallas: 475 + 212; Houston: 489 + 212) while both organic winners in Dallas and Houston ship zero reviews, no booking, no chat, no urgency. A review wall plus a same-day “free water test today” offer clears both layers at once. Los Angeles has no map pack at all — the pack slot is simply open.
4. Local accuracy is the moat against programmatic pages. Pure Coast’s LA page cites “Orange County water”, ships San Diego’s public water system ID (CA3710020), a live H1 typo “Hard Ward”, and a 90-miles-from-San-Diego radius that reads LA as out-of-area. Lawn-sprinkler and well-tank domains carrying identical water-filtration city pages hold half the top 10 — and a real installer appears nowhere in the organic layer despite three strong local companies owning the pack.
